Abstract

Mexico is considered a megadiverse country, because it is among the countries with the highest number of species in the world. Yet efforts to preserve this biodiversity has been poor, both actions at the federal, state and municipal. One of these tasks on behalf of the environment is the creation of Protected Natural Areas (PNA), these are areas of the country over which the state exercises sovereignty and jurisdiction, in order to protect and preserve the ecological balance of the area. This by regulating all kinds of human activities through responsible legislation. However, the general problem of these is the lack of resources and institutional capacity to fulfill the objective for which they were created. An example of this is the state of Tamaulipas, which although has 8 PNA suffers from regulation to protect not only these areas, but the rest of their natural resources by not having efficient regulation or implementation thereof , not to alter too much the natural balance of the state. This added to its financial and technical capacity to meet the goal of environmental preservation. The object of the research is to present the PNA in the State and biodiversity that counts, likewise analyze the lack of environmental regulations that are part of 35 of the 43 municipalities in Tamaulipas.
