The response of the population to the measures implemented by the Covid-19 pandemic was different in the country according to the level of trust and participatory culture. In Tecomatlan Puebla its inhabitants have an active citizen participation that is part of their culture and idiosyncrasy because they can better cope with disruptive periods. The pandemic had pernicious effects on the municipality since it depends on its educational development and the arrival of visitors during its massive events, the closure of activities affected small merchants, street vendors, and families who rent their rooms to students. The municipal support derived from a good management allowed the inhabitants to resist the confinement, and to have expectations of a prompt recovery.
